The meeting was preceded by a talk by Ian Hunt a Non-Executive Director of East Sussex Hospitals NHS Trust, on The Foundation Trust Application. Mr Hunt explained the process and the benefits of joining the trust, how it would be set up and how this would differ from the existing arrangements. A question and answer session ensued and application forms to become a Local NHS Foundation Trust Member and a 'Local Choices, Local Voices' Consultation document were distributed to members.

a) County Council -
Cllr
Stephen Shing
Cllr Shing gave his report See Appendix A.
Cllr Shing advised
he had contacted ESCC re overgrown hedges and Public footpaths in
the area.
Cllr Christina Lynn commented that The Twitton had not been cut. Clerk to
contact
ESCC.
Cllr Jim Gleeson advised that ESCC had cut Tott Yew, but had made such
a bad job, that
2 residents had finished the work themselves. Clerk to advise
ESCC.
Cllr Shing advised Council of the planned Tescos' crossing. Cllr Jim
Gleeson commented on the on the timing of the works, as this will impact on children
who are now back to school
and therefore will cause inconvenience when going
to and from school, and asked why it
could not have been carried out during
the summer holidays. Cllr Stephen Shing
reported from residents comments,
that during term time the impact is less as children
cross twice, to and from
school during the day, whereas during holidays, children could
cross at any
time on a number of occasions.
Cllr Shing mentioned the length of time that
the subway maintenance had taken. the Clerk reported that ESCC had been contacted
and they had advised that there had been
problems in getting the appropriate
contractors to do specialised works, and also that
an e-mail had been received
confirming these further delays, with an envisaged
re-opening on Monday 24th
September 2007.
Cllr Pritchett requested that the Clerk write to ESCC to request
details of why the work
on the subway had taken so much longer than originally
advised. Clerk to write to ESCC.

Cllr John Pritchett
asked if there were any thoughts in relation to the LDF, Cllr Daniel
Shing
advised that there was not at the moment.
Comments were made reference the
cuts in the no. 51 bus route and that the last bus out
of Eastbourne will
6.45pm and the last bus to Eastbourne from Hailsham will be 7.20pm,
therefore
rendering people stranded if catching the 7.20pm bus into Eastbourne. Clerk to
write to Eastbourne Bus Company.

Report of Responsible Financial Officer
(a) Orders for payment August 2007
Finance Officer gave a summary of expenditure to date and of Council reserves.
The Finance Officer updated members on the new play equipment work at Huggetts
Lane Recreation ground and requested that the Recreation Chairman, Cllr Derek
Cooper and Recreation Committee members, visit the site in order to receive
their
approval for the payment of invoice for work.
(b) Budget
requirements - To discuss the budget time procedure
Finance Officer to provide
detailed budget expenditure for the financial
Year ending 31st March 2007,
in order to plan budget expenditure for financial
year 2008 - 2009.
(c)
To discuss future project expenditures.
Finance Officer informed the Council
that she requires details of all future proposed
projects for the financial
year April 2008 - March 2009, in order to set Precept,
before November 2007.
Cllr Jim Gleeson enquired if more monies could be allocated from the reserve
to the
Hindsland Project. To be taken to next Finance and Policy meeting.

Walk of the Parish Boundaries reference Cllr Linda Francis
Cllr Linda Francis
proposed to complete a walk of the Parish boundary on Saturday 29th
September
2007 at 2pm. Cllrs wishing to attend to meet at the Parish office.

Proposed Motion to Parish Council to send to Eastbourne Borough Council
"This
Council supports Eastbourne Borough Council's opposition to car parking charges
and calls upon them to be consistent in their approach to this subject. They should
reconsider their policy of charging local Willingdon residents at Butts Brow Car
Park, whilst allowing Eastbourne residents from up to 7 miles away to have free
parking."
A discussion ensued. Decision made to write a letter to Eastbourne
Borough Council reference concerns over this matter. Cllr Jim Gleeson to visit
Parish office to assist in formulation of letter with Clerk.

To consider quote from Southern Land Services for work to clear the stream and
the banks of Meachants Lane stream
To cut banks and clear arisings including
falling tree - £1250.00 + VAT
The
Clerk advised Members of the situation. Members agreed that the Clerk should obtain
two further quotes.
Cllr Stephen Shing and the Clerk to write to the MP Nigel
Waterson and the Environment Agency reference this issue.

Request for volunteers to train and operate a SID (Speed Indicator Display)
Cllrs
Ray Ingram, Ron Cussons, Dick Broady, Stephen Shing, Daniel Shing and John Pritchett
volunteered.
It was agreed that initially Members would train and use the SID,
with the possibility of opening up the opportunity for other volunteers to train
in the future.
Cllr Jim Gleeson advised members that Cllrs Derek Cooper and
Ron Cussons had been Co-opted onto the Traffic Sub-Committee.

Cllr Ray Ingram advised Members of a meeting
with Dave Smith the Crime
Prevention Officer and the possible future cuts
in Police and PCSO posts. Cllr John
Pritchett suggested that the Council
should write letters of protest should this happen.
Cllr Dick Broady enquired
if the Council had received a letter from the
Neighbourhood Watch team, advising
of items available from them. The Clerk
reported that no such letter had
been received so far. Cllr Dick Broady to follow up.

if the vandalised seat in Coppice Avenue will be replaced.

provided by the Clerk and the Assistant Clerk.
" Members were updated
on the issue of the bus shelter in Farmlands Way being situated the wrong way
round. Cllr Yvonne Puttee advised Members that the bus shelter in St Anne's Road
is also the wrong way round.
" The Clerk proposed that Councillors come
into the Parish office for a day or half day to get an understanding of how the
Parish office runs.
Members agreed and will contact the Clerk/Assistant Clerk
to advise when able to attend.
