Matters arising

a) Litter Bins - Farmlands Way

The matter is still ongoing Cllr Dick Broady will follow up the Fire Authorities view.

b)  Seating - Wannock Road / Old Mill Lane

The Assistant Clerk informed Members that there has been a request for the bench to be a memorial bench at Wannock Road / Old Mill Lane, and that the Clerk has issued a works order, the bench will be in place shortly.

c) Rights of Way – Footpath Maintenance

The footpath by Jevington Church needs to be maintained more frequently. The footpath by Chalk Farm needs to be maintained as there have been complaints about the condition of footpaths in the area

Agreed:

The Assistant Clerk to check the contract regarding Jevington Church footpath and to write to Eastbourne Borough Council about the path by Chalk Farm.

d) Moving of Gateway Signs

This item has been resolved at a previous Strengthening Local Relationship meeting. Minute reference SLR 09/14

The signs will be moved to the agreed places. Polegate Town Council will pay for the moving of their sign and a budget has been identified to move the Willingdon sign to the top of the hill, there will be no cost to the Parish Council.

e) Oldfield Road Kerbing

Cllr Shing will write to East Sussex County Council to try and resolve the matter. Members were informed that the Clerk has emailed East Sussex County Council and is awaiting a response.

Dutchells Way (Ponds)

There has been a request by a member of the public as to the ownership of the land at Dutchells Way, as they would like to assist in maintaining the land as well as use the pond for fishing.

Resolved:

Cllr Jo Carr to contact a land owner in the area to establish if it is their land and for the Assistant Clerk to contact David Vine another local land owner to see if the land belongs to him.

Litter Picking – Park Croft

There have been a few complaints about litter at the Park Croft area in the Parish. The Assistant Clerk requested that Members consider using an employment agency for a few hours per month to keep the area clear of litter.

Resolved:

Not to use an employment agency as this is not a responsibility for the Parish Council. For the Assistant Clerk to enquire about using the Village Team or Payback team to see if this type of work could be undertaken by them. For the Clerk or Assistant Clerk to provide an update at the next Amenities meeting.

Stickers on Wheelie Bins

Coppice Avenue and Gorringe Valley Road have been completed; there are still some areas to complete. The Assistant Clerk requested for Members to consider using an Employment Agency to complete the initiative of Stickers on Wheelie Bins.

Resolved:

To use Grafters Employment Agency to complete the work, if this is not in the remit of the Agency to request the work be undertaken by the Parish Handyman. For the Clerk and Assistant Clerk to work on a schedule of works. For the Assistant Clerk to resubmit requests to East Sussex County Council regarding the Signs on Lampposts which is also part of the initiative.

 

The Chairman of Amenities Committee thanked everyone involved for their hard work.

Southdowns Joint Questionnaire

A request has been made for a Parish response to the questionnaire.

Agreed:

For Cllr Jo Carr to complete the questionnaire on behalf of the Parish.

Dutch Elm Disease Natural England

The Chairman read from the document which informed Members about the current status on Dutch Elm Disease.

To re-consider the annual grant amount awarded by the Parish Council to Natural England

Urgent Items for noting

Cllr John Pritchett reported that there are dead trees in Broad Road; the Assistant Clerk has reported the trees to the Tree Warden who is working to resolve the matter.

 

Cllr Pritchett also reported that the hedges at the Triangle and shrubs need attention the area outside Willingdon Memorial Hall is looking untidy and needs work.

 

Members requested the Assistant Clerk to contact those responsible for the areas identified.

 

Willingdon and Jevington in Bloom update.

Cllr Linda Francis provided an update about the current status of the Willingdon and Jevington in Bloom Competition and will submit the list of winners to the Clerk in preparation for the presentation evening.

Cllr Lynn raised the subject of Allotments. The Assistant Clerk advised that she had been in contact with East Sussex County Council and at this stage they do not have any land available in the area.

Agreed: To monitor requests for allotments if the requests reach the required amount to then act upon seeking land.

Cllr Linda Francis reported that the Bus Stop markings need repainting at Coppice Avenue.

Cllr Jo Carr updated Members the current situation with the telephone box at Jevington and urged Members to write in to support the appeal. Cllr Carr requested the Assistant Clerk to establish the original application submitted by another individual.

Cllr Shing informed Members that he has identified areas which need weeding throughout the Parish, and for the work to be undertaken by the Village Team.

Neighbourhood Watch signs at Huggetts land and Sevensisters Road have been vandalised.
