The minutes of the meeting of the Parish Council held on 23 rd March 2009. At   Willingdon Primary School Rapsons Road Willingdon.

C09/04

Minutes from the meeting 15 th December 2008

The minutes of the meeting held on 15 th December 2008 were agreed and adopted

Councillor Broady Proposed second by Councillor Delaney. All were in favour.

Matters Arising

The Clerk informed members that the winter newsletter has been distributed throughout the whole Parish, within the content of the newsletter were questionnaires, one for the emergency plan and one relating to the Parish to be used as part of the context of the Parish Plan. To date there has been a 3% response.

Standards Committee Presentation Wealden District Councillor Nick Ellwood.

Councillor Ellwood provided a presentation for members, about the role of the Standards Committee as well as current members involved. The Standards Committee provides a free service to Parish and Town Councils offering support and advice relating to Standing Orders, declarations of interest, and code of conduct for Councillors.

7.45pm Councillors Stephen Shing and Daniel Shing joined the meeting.

Reports

a) County Councillors – Cllr R Martin and Stephen Shing

The reports covered Traffic Calming at Wannock Avenue and the current situation with highways due to the recent bad weather. The plans for affordable housing in Eastbourne Road were also highlighted.

Questions and comments from Members

Councillor Carr asked about the current status relating to the telephone box in Jevington. Councillor Shing advised that the matter was with WDC / BT and that a final decision is still awaited.

Councillor Broady made an observation that the reports were not particularly relevant to Willingdon and Jevington Parish and were more relevant to Polegate

Councillor Shing advised that he has a duty to provide a wider District report to Members.

b District Councillors –Cllrs Cussons, S Shing and D Shing

The reports covered WDC Council Tax increase, Safer Wealden Partnership, the Local Development Framework and grants awarded and available.

Questions and comments from Members

The Chairman asked if the final draft for the Local Development Framework will be ready in June as anticipated.

Councillor Cussons advised that the Final Draft should be ready and will email the Chairman with confirmation. The Chairman also asked about the current status for waste disposal and was advised that the Beddingham site is closing at the end of April; the licence at Pebsham has been extended. The incinerator at Newhaven will take some of the waste.

Report of Council Chairman

The report included the visit of the Chairman of Wealden District Council. A visit which took place at Willingdon Community School, as well as the active play event which took place in the half term holiday. The Chairman also informed members that the East Sussex County Council have requested a list of work to be undertaken by the Village Team and the Payback Team at Wealden District Council. He requested members to contact the Clerk within 2 weeks with details about appropriate work which could be undertaken.

The Chairman has attended a Strengthening Local Relationships meeting an item on the agenda was the Gateway signs. The Chairman advised that after a conversion with Polegate Town Clerk that there was not a clear definition of the Parish boundary and he has requested Wealden District Council to provide a clear definition before the signs are moved.

 

Questions and comments from Members

Councillor Cussons informed members about Active Play facilities and advised members that the skate ramp will be at Willingdon Community School for a day in the Easter Holidays and recommended that members have a look at the facilities which were funded by the Big Lottery.

 

Councillor Broady and the Chairman are due for a further visit to Willingdon Community School in June.

Planning and licensing Committee

The Chairman expressed concerns over the recent approval of the application for affordable housing at 32 Eastbourne Road.

Youth Liaison Panel

Councillor Puttee raised concerns about the proposed Youth Shelter and location. Councillor Broady gave a brief description of the Youth Shelter as well as the benefits of the location and concept.

 

Councillor Cussons supported the proposal and informed members that Wealden District Council have contributed to 3 other shelters. He requested members have a look at the design and concept.

 

Amenities

Cllr Shing referred the current situation concerning the existing bench at Glen Close and the proposed new site opposite Mill Lane. The Clerk advised that the bench at Glen Close could possibly be used but would it would be safer to provide a new seat. Cllr Lynn requested that a further seat be considered on the original site outside 41 Old Mill Lane if that property’s ownership changes.

RESOLVED that a new seat to be purchased and erected on a new concrete base the site to be finalised as it is subject to receiving details regarding the location of public services.

Recreation

Memorial Hall (Verbal report)

Has recently received funding towards new tables and chairs.

Wannock Hall (Verbal report)

Thanked the Parish Council for the grant and advised Members how the money has and will be spent.

Cllr Broady requested that all hall representatives remind the management committees that they must have an up to date fire risk assessment in place.

Neighbourhood Watch (Verbal report)

Report of the Parish Clerk

Housing needs Survey 2009

The Clerk advised members that Wealden District Council is undertaking a survey.

RESOLVED: that the Clerkis requestedto invite WDC Housing Policy Officer to attend a planning meeting.

Convergence between EAVS and Southdowns CVS

The Clerk advised members that there is a meeting to take place to discuss convergence, and requested to attend the meeting to represent and vote on the Councils behalf.

RESOLVED:   To request the Clerk to attend and represent and vote in favour of convergence on behalf of the Parish Council.

 

 

 

Traffic calming including stickers on wheelie bins.

The Clerk advised that the initial design for the Roundels on wheelie bins could not be used due to traffic enforcement issues. East Sussex County Council has agreed the new design for stickers which is based on the “THINK” publicity scheme. There will also be signs on lampposts to help traffic calming. The signs are free and can be changed every 3 months.

Councillor Broady requested members to volunteer and assist with placing stickers on wheelie bins.

RESOLVED: To accept and note the report. For the Clerk to establish the level of service which would be provided by PCSO should the Parish Council decide to discontinue their funding.

Report of Financial Officer

a) Orders for Payment

RESOLVED: to ratify the orders for payment from 1st November 2008 to 27 th February 2009.

b) Bank reconciliation: The Clerk reported that in addition to the current and 14day bank accounts, money was held in fixed rate business accounts (£50,000 in each) at HBOS, Barclays and Co-operative Banks.

Urgent Items

The Clerk advised members that the Annual Parish Assembly and Annual General Meetings are due to take place on the 11 th May 2009. He suggested guest speakers for the Assembly which were agreed, and asked Members to advise of the Committees and Sub Committees they would like to serve on.

Councillor Cussons advised that there is still funding in the WDC Small Grants Scheme of up to £1,000 the criteria is that the application would have to be something which benefits the community.
